Found the nemesis

Minibus is 12 years old and rust is inevitable.

Van is previously converted to a minibus by a conversation company. To have a two seats above the wheel arch, they have removed part of the arch and weld metal plate. But the problem is that they haven’t protect the metal with any protection layer. Now I have to clean this up and protect the wheel arch. Positive fact about this is original wheel arch metal part is not rusty at all. This made me thinking the minibus has less rust in its body.
